The New Public Service in Waste Management
of Samutprakan Municipality
The objectives of this qualitative research were to study: 1) the application possibility of the new public service concepts for waste management, 2) the problems and obstacles of waste management, and 3) the waste management guidelines of Samutprakarn municipality in applying the new public service concepts. Data was collected by using Delphi technique. The key informants were individuals who had knowledge and understanding of the new public service concepts; natural and environmental resources specialists, environmentalists, Public Health and Environmental Division administrators, municipality administrators, and community leaders. Interviews were used for data collection with open-ended questions. The results revealed that 1) there was possibility in applying the new public service concepts for waste management in Samutprakarn municipality. This was because the concepts focused on the collaboration between the government and citizen. 2) For problems and Obstacles of Waste Management in Samutprakarn municipality, in terms of the government, budgeting and understaffing issues were found. For public sector, people lacked of knowledge, understanding, and consciousness in participating in waste management. 3) The waste management guidelines of Samutprakarn municipality were to; create impression on citizen, arrange problem solving meetings with the citizen, arrange trainings to enhance the knowledge and understanding of the problem, encourage citizen to participate in activities arranged by the government, manage complaints effectively, set standards in budgeting, and develop knowledgeable staff.
